Sunshine/Sunset
Clauses
Open Meetings, if
elected I will propose legislation to enact the following:
1.
Election of Tribal
Councilor Officers should be and open recorded vote.
2.
Voting in
closed session should be prohibited.
3.
The reason
for closed sessions during Tribal Council meetings should have an explicit
reason for closing in the minutes. The reason should be identified with a
sunset condition or date for release should be included in the motion. An
example, motion to enter closed session for land discussion of parcel
#2025-05, audio to be release upon purchase or removal from consideration.
4.
Define
personnel discussions.
5.
All
discussions about Councilors, Chair or Vice-Chair should be open.
6.
Define
confidential business.
7.
Only one
topic should be allowed per session.
8.
All portions of Tribal Council Meetings should
be recorded including closed sessions.
9.
Any discussion outside the topic of the
closed session should be reason to motion return to open session and
immediately release the relevant section of the recording.
10.
A reasonable
method of ensuring release to Membership should be implemented.
11.
Phone
conference calls should be considered open unless the purpose of the call
meets open meeting exceptions. All phone conferences should be recorded.
Open documents, if
elected I will propose legislation to enact the following:
1.
All documents
should be open to public scrutiny unless classified.
2.
When
classified, the reason should be identified with a sunset condition or date
for release.
3.
All
communications on Tribally owned devices should be open for public scrutiny
unless specifically classified. This would include texts and emails.
4.
Over
classification violates Membership right to review. Having a classified
clause on every email clearly interferes with Membership right to review
and should be prohibited.
Open books, if
elected I will propose legislation to enact the following: Profit and loss statements, and balance
sheets for all Tribally owned businesses should be open to scrutiny, even
in cases of minority ownership.
